Background of the Study :
State-level economic reforms are essential for enhancing public sector efficiency by streamlining administrative processes, improving fiscal management, and fostering transparency. In Lagos State, numerous policy interventions have been implemented between 2000 and 2020 to modernize government operations and optimize service delivery. These reforms include digitalization initiatives, budgetary reforms, and performance-based management systems aimed at reducing bureaucratic inefficiencies and improving public accountability (Okonkwo, 2023). The intended outcomes are increased productivity, reduced operational costs, and enhanced citizen satisfaction. Despite these reforms, challenges such as resistance to change, corruption, and inadequate capacity building persist, undermining the potential benefits of these initiatives (Adeniyi, 2024). This study evaluates the impact of state-level economic reforms on public sector efficiency in Lagos State by analyzing key performance indicators, administrative practices, and fiscal outcomes. It aims to provide a comprehensive assessment of reform effectiveness and propose measures to further enhance government efficiency and service delivery (Chukwu, 2025).
Statement of the Problem
Despite ambitious economic reforms in Lagos State, public sector efficiency remains suboptimal. Persistent bureaucratic delays, mismanagement of resources, and lack of accountability have diminished the effectiveness of reform measures. The disconnect between policy objectives and administrative realities has led to inefficiencies in service delivery, affecting both citizens and investors. This study seeks to identify the main barriers that hinder the successful implementation of economic reforms and assess their impact on public sector performance. Addressing these issues is critical for developing strategies that can improve government efficiency and foster sustainable economic development (Okonkwo, 2023; Adeniyi, 2024).
